2 HMSO Cmd 5854. Palestine Partition Commission Report.

This [Woodhead] Commission was formed under Cmd 5634 as a result of the work done by the Peel commission. Partition proposals were rejected by the Permanent Mandates Commission as illegal, and against the terms under which Britain assumed the Mandate. Reservations by two of the four members, Sir Alison Russell with 13 pages, and 19 pages by Mr T Reid also weakened the conclusions. This 310pp book has been more robustly rebound in hard cover using the original blue card covers, and includes all 11 appendices, 1 map in the text, 9 folding maps attached inside the back of the book, and two loose maps of Tel Aviv and Jerusalem in a pocket in the back cover. Small library stamp and owners name inside fly-leaf. No other markings or damage. An attractive book.

3 HMSO Cmd 5479. Palestine Royal Commission Report.
London: HMSO July 1937. 
The Royal Commission report [led by Lord Peel], was a well-resourced survey of the long-standing problems in Mandate Palestine, and contains the first formal and reluctant suggestion that these may be solved only by division of the land between Jews and Arabs. This suggested division of land was rejected by Whitehall [Cmd5634], although the principle was accepted, and a second Commission [Cmd5854] was assigned to examine further proposals. This has been rebound more robustly in hard cover using the original blue card covers. It includes 404pp, 1 map in the text, 8 good maps in a pocket in the back cover, 4 appendices and a graph of population trends. No underlining or other marks, apart from a small signature on the front cover. An excellent copy.

4 HMSO Cmd 3692. Palestine: Statement of Policy by His Majesty's Government.

Lord Passfield [Sydney Webb] was known to be an opponent of Jewish immigration into Palestine, and he collaborated with Hope Simpson to produce this White Paper, which initiated plans for formal limits [p20]. The combination of Cmd3686 and Cmd3692 undermined British reputation for consistency together with an official re-interpretation in the House that reversed some of the terms laid further grounds for Arab-Jewish dissent in Palestine. The League of Nations Permanent Mandates Commission heavily criticised the proposals to limit immigration as being illegal and against British commitments under the Mandate. 23pp leaflet, small library stamp, otherwise good condition, no other markings.

5 HMSO Cmd 3582. Palestine: Statement with regard to British Policy.

This document is the Parliamentary Record of the report to the League of Nations Permanent Mandates Commission on the conclusions of the Shaw Commission [Cmd 3530] and the actions taken. These included arrangements for, [a] Sir John Hope Simpson to survey immigration and land development, & [b] H L Dowbiggin to investigate the shortcomings in the police force. There were also comments critical of Mr H Snell's Reservations in Cmd3530. 10 page leaflet, in good condition, no damage or marks.

12 HMSO Cmd 3530. Report of the [Shaw] Commission on the Palestine Disturbances of August 1929;

This report concerns the violence in August 1929, its immediate origins, and immediate aftermath, which are the effective starting point of the most violent aspects of the Arab-Jewish differences over Mandate Palestine. The four-man Commission included three senior barristers, plus Mr H Snell MP as the only lay member, son of a farm labourer, graduate of LSE and Heidelberg, and a man of integrity with an affinity for the Arab farm worker's condition. From his agricultural background, he felt that Jewish immigration was desirable to Arabs [p174] and that Jewish land policies are beneficial overall [p177]. Despite the strong legal content of the Commission, it failed to identify the absence on leave of a high proportion of the most senior Gazetted officers and did not call many obviously neutral key potential witnesses. Whitehall framed the terms of reference to pre-empt the possibility that the result might conclude Arab culpability for the violence, and that the Jerusalem government was caught napping. Mr Snell signed the report, but added a 10-page note of reservations in which he expressed his belief that Arab agitation was the source of the violence and amongst many other matters, criticised the government for preventing Jews arming themselves as defence against expected armed Arab violence. Despite Mr Snell's reservations, it also included a recommendation that Jewish immigration be subject to review [pp112 & 165], the implication being that it should be limited. [see Cmd3686]. The problems associated with this report are manifold, and may be considered a whitewash of British misgovernment actions, and which are a factor in today's difficulties there. The text includes the names of all witnesses called to both the Open and In-Camera sittings, and a list of all exhibits referred to, and which were published in Col. No.48. This book has been excellently rebound in hard-back, utilising the original blue card covers. All four maps are integral in the text, and apart from a small library stamp and small signatures of two owners, has no markings. 202pp, six appendices, plus four population growth projection charts 1920-2000.
