Written at a time when the policy of the British Government was to bring about a federation of India, and more than a fourth of the Indian people were outside of British jurisdiction. The British aim was to try and synthesise two opposing systems: the personal rule of the Indian States by the autocratic Princes, and the 'democracy' of British India.
